I found the rule. FIFA's rulebook officially states,"...motion previous to whistle before penalty is taken is a foul, and procedure is to retake the penalty. Once play whistle is signified, the goalkeeper may come off his/her line to defend the penalty..."

@@sufferordie3412 I just checked. The Laws of The Game, FIFA'S Offical Document, more specifally Law 14 states that "The defending goalkeeper must remain on his goal line, facing the kicker, between the goalposts until the ball has been kicked"

Technically yes, it is illegal. Very little referees will call on this though, in fact almost none. Plus the referee usually has to focus on players behind the penalty taker, take a look at this (very low quality) video. kzfaq.info/get/bejne/nMqXf9JqudLTZ2g.html Way off his line, but still not called. It's kind of a forgotten/ignored 'rule.'

Without the rule keepers would be on top of the penalty taker and there would be no angle to take the shot.

It is a rule that a goalkeeper is not allowed to leave the line till the penalty has been taken so all had to be taken except for last two

@@skillpizza10 Cause he's got Ter Stegen and Neuer, Germany are overloaded in GK, and you can only have three I think. 2014 WC Ter Stegen wasn't in, Weidenfeller and another GK was

As long as you don't come off before the whistle is blown, you're normally alright to take a few steps forward
